Engram A. Lloyd was appointed as the Philadelphia Homeownership Director in January 2000 by Commissioner William C. Apgar of the United States Department of Housing and Urban Development (HUD).

Mr. Lloyd is responsible for the management and sale of HUD owned single family properties and the insurance of FHA mortgages for (15) states and the District of Columbia. The Philadelphia Homeownership Center (HOC) also process applications for insurance endorsements, issue mortgage insurance certificates and provide guidance on FHA underwriting guidelines. Additionally, the HOC evaluate loan quality and monitor lender performance.

Mr. Lloyd has over 18 years of government service with Federal Deposit Insurance Corporation, Federal Home Loan Bank, and Resolution Trust Corporation. Between 1985 and 1995, he actively managed and directed various supervisory activities during the Midwest farm bank and thrift crisis.

Mr. Lloyd is a native of Seaford, Delaware and graduated from Delaware State College in Dover, Delaware. He is a Viet Nam Veteran, having spent four year in the U.S. Air Force. He is married to Linda L. Lloyd and they have one child, Maya.
